Minister Ramsammy addresses the gathering during the launch of the survey. The Multiple Indicator Cluster Survey (MICS) conducted by the United Nations Children Fund (UNICEF) in collaboration with the Bureau of Statistics has revealed that domestic violence and abuse remain a challenge in Guyana.According to the MICS 2006 survey, 74 percent of children aged between two and14 years are subjected to at least one form of psychological or physical punishment by their mothers, or caretakers, or other household members. The survey also found that 16 percent of children have experienced severe beatings,Wholesale NFL Jerseys USA, such as being slapped or hit on the head, or hit as hard as possible repeatedly with an object. It was also noted that approximately one in every five women (20 percent) has been beaten by her husband or partner, and they believe that their spouses have a right to do so.“This belief was most prevalent among women who reside in interior areas (39 percent),Cheap NFL Jerseys, where the proportion with this belief was nearly double that on the rural coast (20 per cent), and five times that in the urban coast (eight per cent). UNICEF applauds, in this context, the efforts of the Government and different sectors of civil society to stamp out violence against women and children, and encourages the entire nation to join in this endeavour, the survey stated.UNICEF is now urging the Government to learn from the successes achieved over the past years, so as to ensure that progress is made even further in the years ahead to ensure that all children, irrespective of their geographic location or socio-economic status, enjoy their rights and are protected from abuse and harm.At the launching of the survey,Dale Hawerchuk Jersey, yesterday at the Georgetown Club, Health Minister Dr. Leslie Ramsammy said that domestic violence and sexual abuse, particularly of children, are public health issues,Cheap NFL Jerseys, and Guyanese must be aware that these are significant issues that deserve immediate attention. He explained that many persons are requesting that research be done to find out why men abuse women,Cheap Jerseys From China, but according to him, this should be secondary to doing something about the issue immediately.“While we continue to want to have insight, women are dying because of physical abuse… children are being sexually abused… when we have enough resources, we can have the researchers pursue insight; but for now I want action… action to stop domestic violence and sexual abuse,” Minister Ramsammy said. The MICS is an important tool in the process of monitoring the improvements in the wellbeing of children and women across the world. It is a household survey developed by UNICEF in response to the World Summit for Children, held in 1990 to measure progress towards an internationally agreed set of goals for children. The second Guyana MICS was conducted in 2006 (the first being done in 2000) by the Bureau of Statistics to monitor the situation of children and women at the national and sub-national levels. That report now contributes to the improvement of data and monitoring systems in Guyana. The survey indicated that the mortality rates have steadily decreased in Guyana, with both the infant mortality rate and that for children under five having decreased by one-third between 1997 and 2003.“While the under-five mortality rate has continued to drop in Guyana, with an average value of 47 per 1000 live births,Cheap Jerseys From China, the value was lowest in Regions Two and Three (31 per 1000 live births) and highest in the hinterland regions, such as Regions One, Seven, Eight and Nine (68 per 1000 live birth).“In order to achieve the Millennium Development Goal on child mortality, the current efforts will have to be sustained and accelerated over the coming years, with particular focus on interventions that impact rapidly on child mortality in the hinterland.”During the survey, it was also found that over two in five women (43 percent) started breastfeeding within the recommended period of one hour after birth, while three out of every four (75 percent) started within one day. However, only one of every five children under six months of age was exclusively breastfed. The survey found that 49 percent of children in Guyana between the ages of 36 and 59 months were enrolled in some form of organized early childhood education programme in 2006.However, while the percentage of children of primary school age enrolled in school at the national level was very high (96 percent), only 69 percent of the children of secondary school age were enrolled at secondary school, according to MICS 2006.The survey noted that Guyana has managed to achieve a balance of male and female students, or gender parity at the primary level, yet the same is not true at the secondary level, where there are only nine boys for every 10 girls. This is a reflection of a general trend in the Caribbean, where more boys than girls drop out before completing their secondary education. In this regard, Minister Ramsammy said, Guyana has invested tremendously in the social sector of the country, the effects of which will lead to social development. Looking back, the Health Minister said, in 1991, investment in the sector was just seven percent of the country’s national budget, while health attracted just one percent and education four percent. He added that the administration has made an overall investment of 40 percent from the national budget in the social sector — 12 percent in health and approximately 17 percent in education.Minister Ramsammy said that surveys such as those like MICS give the Government a measure to know whether indeed those investments have worked.
