He said: "The flood waters had washed all but one of the bouquets up onto the road and it was obvious vehicles had been driving over them.
"As I photographed them a passing local farmer, who had right of access through the road closure, stopped and helped me move some.
"I spoke to two other motorists at this time, one of which had driven over the flowers. This driver, with two young children strapped in the rear, became almost tearful and full of apology on learning of his action, since, in defence, the bouquets could almost have passed for any of the debris washed up.
"Moments later, as I moved to retrieve the last two bouquets in the road, with three others in hand, a large white van passed by, blowing the flowers about. This vehicle was quickly followed by a marked police car, with sirens and lights, in pursuit.
"The same police officer later confirmed the driver had been reported for an offence relating to the road closure and the officer said he was disappointed with the number of drivers ignoring the road closure signs and that the police would continue to enforce the law.
"It was an unpleasant sight, to see so many floral tributes in the road, but heartening to hear the reaction from every driver I spoke to.
"The flowers are now on higher ground."
The Environment Agency said the North Bank was one of seven 'Flood Warning' sites in the Anglian region currently in force.
A statement on the Environment Agency website said: "Heavy rain over the New Year period has caused river levels to rise on the River Nene. During periods of high tide the river will be unable to discharge into the sea, resulting in tide lock conditions. This is likely to lead to localised flooding at North Bank Road. Diversionary routes will be put in place and further updates will be available through local media."
A Flood Alert, the lowest level of warning, remains in place for the River Nene between Cogenhoe in Northamptonshire and Wansford.
